Energy Autonomy and Protection of Facilities: How Should Communities Prepare for Winter Challenges?

“When a strike or an emergency blackout happens, the community has no time to wait for instructions from afar. Our rescuers, our vehicles, and our equipment must be on site within minutes,” — following this principle, the Avangard community in the Odesa region established an institution that is now considered unique for all of Ukraine.
While most territories are only preparing for potential winter trials and calculating outage schedules, the Avangard Territorial Community (TC) has built its own autonomous survival system.
Here, they combined solar generation for schools, deep modernization of boiler houses, and a robust network of generators with the primary element of defense — their own Citizen Safety Center.
The head of the community, Serhii Khrustovskyi, shared details of these preparations and practical advice on energy resilience in a conversation with journalist Oleksandr Shvets during the broadcast of the " Voice of the Community" program (a joint project of the Kharkiv Press Club and the Gromada Group network).
