The Budapest Memorandum is a "worthless piece of paper". This opinion is often spread in the information environment. Should the Budapest Memorandum be scrapped, or should it be revived and used to counter Russian aggression?

Kharkiv experts discussed this issue in the author's program "Political Cafe" by journalist Oleksandr Shvets on the air of the Kharkiv Press Club.

 

As you know, the Memorandum on Security Assurances in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons was signed in 1994. The document was signed by: Leonid Kuchma (Ukraine), Boris Yeltsin (Russia), John Major (UK), and Bill Clinton (USA). At the same time, Ukraine pledged to eliminate all nuclear weapons on its territory.

It should be reminded that on the eve of the full-scale Russian invasion, when loud warnings of an imminent Russian armed aggression against Ukraine were heard in all world media, President Volodymyr Zelenskyy said in a speech at the Munich Security Conference that Ukraine was convening consultations of the Budapest Memorandum guarantor states.

 

According to him, Ukraine has taken such an initiative three times since 2014, and three times without success.

 

And in 2022 we did not have time... What if we had?
