Decentralisation is one of the most successful Ukrainian reforms. But it did not take into account the possibility of a war. And none of us expected it. And all our laws did not provide for military operations. How does the reform affect hromada life in times of war?

This was discussed in a conversation with Volodymyr Hurtovyi, head of the Kolomatska Territorial Gromada (TG) of the Kharkiv Oblast, in the ‘Voice of the Hromada’ programme of the Kharkiv Press Club.
