Kharkiv Space School Changes Format: "Komunar" and the Research Technological Institute Will Become LLCs

The Government has passed a resolution on the reorganization of key space and defense sector enterprises of Ukraine. As part of this reform, previous plans for their corporatization into joint-stock companies were canceled — instead, the state-owned enterprises will be transformed into Limited Liability Companies (LLCs) with 100% state ownership.
At the center of this transformation are two leading Kharkiv institutions at once:
SSPE "Komunar Association" — a giant of defense and missile instrument making.
SE "Research Technological Institute of Instrument Making" (RTIIM) — a scientific center developing cutting-edge technologies and components for space and military equipment.
Along with them, Dnipro's "Pivdenmash", Kyiv's "Arsenal", and "Ukrkosmos" are transitioning to the LLC model. At the same time, Yuzhnoye Design Office (SDO "Pivdenne") will be reorganized into a Joint-Stock Company (JSC).
What Does This Mean for Kharkiv?
Kharkiv has always been the "brain center" of Ukraine's aerospace complex. The combination of the scientific potential of RTIIM and the powerful production lines of "Komunar" under a new flexible legal form (LLC) is intended to provide several important advantages:
Simplification of Cooperation: The LLC form allows for significantly faster managerial decision-making, signing contracts with international partners, and attracting investments to restore and modernize equipment.
Closing the Gap Between R&D and Mass Production: Scientific developments from RTIIM will be implemented faster at "Komunar" facilities to produce control systems for domestic missiles, drones, and air defense systems.
Financial Flexibility: Transitioning to a corporate structure facilitates the restructuring of accumulated debts and the attraction of financing under state defense contracts.
Preserving Scientific and Engineering Expertise: The conditions of full-scale war require high adaptability. Preserving the staff of Kharkiv scientists and engineers remains a strategic task for the state.
Following the government decision, the State Space Agency of Ukraine (SSAU) has already initiated the procedures required to carry out this large-scale reorganization. All 100% of the shares in the newly created LLCs will remain in state hands.
In practice, they remain distinct legal entities; however, under common management of the SSAU and a joint transition to LLC status, they are viewed as a single future production chain.
