Aggressor forces are planning new terrorist attacks on Ukraine's energy facilities. To counter this, Ukraine planned to build a powerful three-level defense of energy facilities by the end of 2024. The Cabinet of Ministers, together with the General Staff of the Armed Forces of Ukraine, was to implement the project on behalf of the President.  However, not a single facility has been completed.
