It's a dialog from Remarque's “Shadows in Paradise”. Since Hitler's time a lot of water has flowed, but as soon as a new Fuhrer appeared with claims to rule the whole world, there were those who wanted to “placate” him in the hope that he, satiated with blood, would stop.

No matter how much the Kremlin induces our country to “peace talks” on its terms, the fear of Ukrainian strength and inflexibility unwittingly manifests itself in fresh information and psychological special operations (IPSO) of the aggressor country.
