Why do IDPs live for years in schools, kindergartens and outpatient clinics?

As of October 2024, 4,646,735 internally displaced persons were officially registered in Ukraine. This was reported by the Ministry of Social Policy.
Most of the IDPs who were forced to leave their homes because of the war are in Donetsk and Kharkiv regions.
There are 532,000 in Donetsk, 517,000 in Kharkiv, 452,000 in Dnipropetrovs'k, 415,000 in Kyiv, and 270,000 in Luhansk.
Where do these people live? What kind of housing? In what conditions?
The Cherkasy Human Rights Center NGO conducted a study “State of Implementation of Housing Policies to Provide Housing for Persons Affected by the Armed Conflict in Ukraine. Local level” and published up-to-date data on the availability of housing for internally displaced persons in communities.
This data will be included in the final report to be presented to government agencies and the international community.
